IMF Says Tokenized Markets Remain Small as New Risks Emerge

The IMF's October 2026 stability report says tokenized markets offer faster settlement but remain small, fragmented and exposed to new operational and liquidity risks.

The International Monetary Fund says tokenized financial markets could make trading and settlement more efficient, but their current scale remains small and fragmented while new operational and liquidity risks are emerging. The assessment appears in Chapter 3 of the October 2026 Global Financial Stability Report, published on October 12.

The chapter, titled “Scaling Tokenization: New Efficiencies, New Vulnerabilities,” examines how financial assets recorded on programmable ledgers can support round-the-clock trading, fractional ownership and faster settlement. It also warns that automation can remove time buffers that institutions and supervisors currently use to respond to stress.

A $65 billion market beside $300 trillion in traditional assets

The report estimates publicly reported tokenized assets at about $65 billion as of July 2026, compared with roughly $300 trillion in global capital-market assets. Tokenized credit and money-market funds account for much of the reported total, while tokenized equities remain a smaller segment.

Tokenized repurchase agreements are the largest area by transaction activity, with about $300 billion to $350 billion in average daily volume. That is still a fraction of the roughly $13 trillion traded daily in the wider U.S. repo market. These comparisons show that the technology is moving beyond pilot projects without yet approaching the depth of traditional markets.

Demand signals and scaling constraints

The report finds evidence that investors value access outside regular market hours and fractional positions. More than half of the sampled tokenized-equity activity occurred outside standard U.S. trading hours, while a large majority of trades were smaller than one full share. At the same time, sampled tokenized equities were less liquid and more volatile than their underlying traditional shares.

The IMF identifies four connected requirements for safer growth: legal certainty, clear regulation, interoperability between platforms and widely accepted settlement assets. Without these foundations, liquidity can remain divided across networks and prices may form unevenly. OrangeX.com Analysis

The report separates genuine demand from market scale. Extended trading hours and fractional access have practical value, but a $65 billion market remains too small to prove that tokenized instruments can preserve liquidity and orderly pricing during broad stress.

Systemic risk is limited today partly because adoption is limited. If tokenized markets grow, automated margin calls, rapid redemptions and connected settlement systems could accelerate fire sales or contagion. The next evidence to watch is not issuance volume alone, but whether legal ownership, redemption, cross-platform settlement and liquidity backstops work consistently during volatile periods.
